Joseph Samal Lomwa is a Kenyan politician representing Isiolo North Constituency as a Member of the National Assembly. He first won the seat in 2013 on a United Republican Party (URP) ticket, succeeding Mohammed Kuti, and served on the Public Works, Roads and Transport Committee during the 11th Parliament. He sat out the 2017 election after failing to secure the backing of his clan's council of elders, but returned to contest and win the seat again in 2022, this time on a Jubilee Party ticket, polling 10,326 votes to defeat opponents Hassan Odha and Mwenda Thuranira. In the 13th Parliament (2022-2027) he serves on the Labour Committee and the National Cohesion and Equal Opportunity Committee, focusing on labour rights and social cohesion alongside his constituency representation.
